Applied with the exception that we are not checking if
accepts_data_as_resolution is defined. It should be present in all
$bug_status_map variables. If we need to further ensure the consistency of
that variable that's a separate issue. (e.g. loading the bug status map from
a bugtracker-specific configuration file -- already doing this for
TestDirector -- and validating it)
