Yep...we set it to
3.0.0 and 3.0.3 (we have both versions).
Our directory is a symlink to bugzilla-3.0.0 ---> bugzilla
so the installation directory is
/proj/apps/bugzilla
and I even used
/proj/apps/bugzilla-3.0.0 and /proj/apps/bugzilla-3.0.3 to no avail. This is
really beginning to worry me too.

Now I'm getting worried.
Have you set the version in daemon.conf to "3.0.3" ?
In any case, the error is that the Bugzilla source code cannot be read
by Scmbug to load the Bugzilla.pm package.
