aware that this usage is

BAe-Titan-Dominion: cvs [commit aborted]: Message verification failed
This (frustratingly) doesn't affect all users - people committing using
the Tortoise CVS client can commit OK, but people using Eclipse can't
(which is probably the clue - Tortoise shows the log_template file in
the commit message editor, whereas Eclipse doesn't).
I can advise my users to commit only through Tortoise client since they
all have it, but I'd prefer to fix the issue.
