No, nor am I. I'm thinking about checking out the Eclipse/CVS
integration code and looking at it at source level.

OK, I've just tried that, and the commit succeeded. So you're right,
the issue is commit log message format discipline. Part of the issue
is Eclipse not showing the log_template in the commit log message
input dialog, and that must be fixable (but you're right that it's an
Eclipse bug, not a SCMBug one).
