I searched the list, at least my copy of it, and this error happened just twice excluding you. Maybe you should give it a try and reinstall Perl? Which version are you using exactly? I'm using ActivePerl-5.8.8.820-MSWin32-x86-274739.msi because with newer versions I think had some trouble running Bugzilla or SCMBug or something else I needed correctly, too.
