This is a strange one indeed. I haven't seen anything like this before.

I'm wondering if this could possibly be due to changes in the way
Subversion 1.5.x (I'm guessing you are using 1.5.1 ?? Which version are
you using ?) works -- perhaps a change in the arguments of svnlook
history. But after running the testsuite against this (we have a
testcase of bug id set to optional) I am unable to reproduce this.
