as a conservative move, i upgraded to version 5.8.8 build 824 (i previously had 
build 822), but that didn't solve the problem. i'll upgrade to 5.10 as soon as 
i can (and after i make sure bugzilla doesn't have a problem with it) and see 
if that helps.

i just noticed that the error message in the activity log has this line at the 
end about not being able to initialize bugzilla:

 i actually have bugzilla 3.0.4 (soon to be 3.0.5 if not 3.2). but when i tried 
to set the bugzilla version to something higher than 3.0.0 (i believe it was 
3.0.2 at the time) in daemon.conf, scmubug complained that this version is not 
supported. i hope i won't have another probelm to solve once i solve the dbi 
problem.
