This won't work because the configuration file is pure Perl code and
interpreted as such. Your setting would mean that the variable "value"
is always overwritten with the next value. If you want it to have one
value, you have to define that one value as one string, like

value => 'test, TestProduct, Automation & Testing'

But I don't think that this would work either, because in manual
setting the given product have to exactly match the one used in
Bugzilla. This is the common way if you are settingone product manualy
for a whole repository.

If you have more products in one repository you should use the
auto-setting. If this won't fit your needs you should give more detail
about your repository structure and may consider changing it to
something more commonly used.
