Looking back at my notes it appears that I was never able to work
around this issue with the new versions of scmbug and instead just
used version RELEASE_0-23-4.  I've been using it since April of last
year without any issues.  I barely even know it is there :)

My current setup is
scmbug: RELEASE_0-23-4
Bugzilla: 3.0.3
Subversion: 1.4.3-r23084
Apache: 2.0
