First I need to ask: What is the purpose of the requirement to store the
comment and status into a text file ? Is this something you would like
Scmbug to be doing for you ?

In any case, the variables of SVN's pre and post commit hooks are a
transaction number and repository path. You need to call 'svnlook info'
with that transaction number as a parameter to be able to extract the
log message.

Look at line 200 here to see how Scmbug does it:
