Can't exactly remember now but it is something like when you select
USAGE_MODE_EMAIL you request will not get processed as HTML request (no HTML
output). As far I could remember the logic could be found in process_bug.cgi
(or something similar) in bugzilla codes. 

Sorry I couldn't give a more discrete answer but I will try to look into
this and get back to you.

What is the rationale for using 'USAGE_MODE_EMAIL' ? Why not use any other
USAGE_* mode, like USAGE_MODE_BROWSER ?
