I see what you are trying to do. Scmbug currently does not support the
option of associating a list of files that are allowed to be changed in
a bug.

I have just added this on the todo list:

This may be tricky to implement, but doable. For example, how does one
first associate the list of files that are allowed to be committed in
the bug ? Should it be done on the bug-tracker ? In the glue
configuration ? Configuring it in the bug-tracker sounds more
appropriate.

For example, how did you "relate" these files to bug #15 ?

I also need to ask: why do you want to restrict the list of files that
can be modified in that bug ? I can imagine how this can be useful to
others too. I am curious about why you want to do it.
