Hi Gerold, thanks for answering.

It seems this wasn't the problem - /etc/init.d/scmbug-server wasn't
stopping scmbug correctly so I wasn't actually restarting it.
Once I patched it as per a post on the list it is now working, not sure
exactly what was causing my problem but it has gone away now :)
