Your problem sounds like missing access rights for SCMBug, depending how you started it, I for example run it as a service with srvany, or some missing modules for Bugzilla, which would be shown by checksetup.pl. But you pretty old installation doesn't sound like it would work. :-) Did you customize something during installation, saved modules in the Bugzilla directory or something like that?
