Does this really need a technical solution? If SCMBug integration is
needed/wanted the user will provide commit messages with bug
information etc. If it's not needed/wanted, the user doesn't mention
any bug information in the commit message. Why should the user provide
commit message with bug information if he doesn't want to integrate
SCM and bug tracking? Or else: If the user does provide the extra
information, shouldn't be the goal to use it?
