My main problem is the following:
- with consolidate_cvs_messages=1 comments are (usually) correctly 
merged, but some modified files are missing (and this is misleading for 
developers)
- with consolidate_cvs_messages=0 all the modified files are present, 
but many comments are generated (and this causes too much "noise" in the 
bug tracker)

Right now, I don't know what is the lesser evil. If at least I could 
suppress the list of modified files, I would keep 
consolidate_cvs_messages=1 to have just one comment, but without the 
list of modified files (that is: it's better not to have any list rather 
than a wrong list).
