Why do you think there's a perl issue? My perl 5.12 said that $self
is undef in use lib outside a BEGIN-block, too. Regarding the docs
that can't work.

That won't solve the problem how to access configuration etc. I don't
think it's a good idea to put all the needed code in BEGIN-blocks.
