The glue installs this file from the commitinfo template located at
/usr/share/scmbug/glue/templates/scm_cvs. There are separate
folders for *latest*, *latest_cvsnt*, and *up_to_1_11*. The commitinfo
files are all the same in these folders.
I think the *latest/commitinfo* should contain the *%r/%p %s* to match
with the latest version of CVS.
