I just ran the SCons tests on my shiny new fork of the SCons repository
having merged in the D tool changes from the now withdrawn pull request.
Sadly most failed. Nothing to do with the D tool changes, it's because
all the tools in ~/.scons/site_scons/site_tools get loaded. This is
somewhat sad if, like me, you have experimental tools in their that
break the default SCons toolset.

I suggest that runtest on the SCons source should not load anything from
~/.scons/site_scons/site_tools.
