Is it just me or does the Tigris issue tracker assume that there exists
a team of people who are allowed to do things with issues and everyone
else may only add comments even when they have accounts on Tigris.

This is counter-productive to engaging people in doing stuff since
managing issues requires one of the "super users" to be actively
involved.

Artificial case study: I want to take control of all the D-related
issues but do not wish to be a SCons core developer per se. Can't be
done from what I can see.

It all seems a bit Subversion oriented. For obvious reasons :-)
