I guess it comes down to how much of the user base is restricted to 2.6,
how much we worry about having declared 2.7 the floor and now seem to be
backtracking, how much we want to use all the goodies such as dict and
set comprehensions and other Python 3 goodies being backported to 2.7.

Which leads to: If we make 2.7 the floor, then we have to say which
bugfix version we mean since 2.7 no longer specifies a version of Python
whereas 2.7.4, 2.7.5, etc. do.
