Bibunits package is useful indeed, but isn't able to do what I need. I need not one bibliography per chapter, but a full bibliography of the whole document, but placed on its first section. Very much like this ISO9001 description document (http://www.critechinc.com/sites/default/files/ISO9001.pdf), where the bibliography is at section 2.
