TestSCons.TestSCons.where_is searches the user's path for an executable. When running tests SCons does not use the users path, just the default system path, to search for executables. where_is is therefore either broken or useless.
Personally I vote for broken since this seems the only instance where SCons uses the user path implicitly by default. In all other situations user path must be added explicitly. And where_is is a great test for use in tests.
