Not sure, but I have always thought pkg-config support was missing from
SCons in the form of repository bound code rather than entries on
wikis.

I have quickly checked one of my bits into:

Sadly lacking in documentation just now.

I have though just updated:

to use this to show it in action. I must amend the instructions for
building with SCons.

It should have said "This is not a tool per se". Using per se (Latin)
in this way says "this thing is not a tool in the SCons definition of
tool".
