The tune by that name in Kerr's IV (which I hadn't looked at before) is
obviously the same to me; in fact it's closer to the usual song set of
"Endearing Young Charms" than either of them is to the parent tune, "My
Lodging Is On The Cold Ground".

Isn't "Endearing Young Charms" usually written in 6/8 anyway?  (3/4 would
be another possibility, with waltz-time tunes it makes little difference).

I think you've been misled by the difference in tempo and a few added
expressive touches.  An even better example of disguising a familiar
tune that way is Dick Gaughan's tune for "Both Sides the Tweed"; it's
really "Rosin the Beau" slowed down.
