Thanks for the help but I have been a complete
divvy. Apache was not stopping/starting properly.
I was using apachectl restart but saying:
/usr/local/apache/bin/apachectl restart: httpd not running, trying to start
/usr/local/apache/bin/apachectl restart: httpd started
but an error in the error log was saying could not bind to port 80,
already in use. so apache was never being restarted for my changes
to take effect. Got it going now.
