You may wish to ensure that the device nodes have the correct permissions set up for the users you wish to be able to read and write to them. so IIRC. /dev/modem and /dev/ttyS<comm port number> should be accessible by anybody you want to be able to do modemy stuff. you might want to man chmod to get an idea of what permissions you deem appropriate.
