1) Find a copy of IE 3 (with dialler and I may have a copy someplace) and in the SYSTEM.INI file of the machine choose the SHELL to be IE rather than WIN.EXE. That's an old hack but I'm not sure if 2MB is too small a mem even for it.
2) Find an old copy of Lynx for the web browsing
