You need to either add a line to one of your system start-up scripts to set the values on each reboot, or you need to recompile the kernel with a new built in value. If you go the latter route, you need to edit the file include/linux/fs.h in the linux sources and change the line #define NR_FILE 8192 to have 32768 rather than 8192 (or whatever value you find to be appropriate, of course!). Rebuild the kernel and booting that new kernel will have a default max number of files of 32768.
