> Thats a good question - how do I make a crontab for each user?

Well if you're logged in as allan you can do

  crontab -e

or

  crontab some.filewith.my.cron.details

If you're logged in as root you can do

  crontab -u allan -e

or

  crontab -u allan some.file.with.allan.s.cron.details

Lots more information available in 'man crontab'.
