Great to see you're interested in joining GSoC! It turns out I can be a 
mentor for both projects you're interested in.

Regarding Python 3 support - check an existing discussion:

In short, for Python 3 porting proposal it'd be great for you to show you 
can port a Python 3 module (and get the patch accepted), and that you can 
show a plan of what should be done. These two tasks are not easy, so it is 
very good you've started thinking about GSoC early!

For IPython IDE the important part of the project is to describe what do 
you want to do exactly :) This project requires UI design skills, security 
knowledge (existing example is unsecure), HTML/CSS/JS skills, and also 
Python skills - you'll have to dig into scrapy's Crawler implementation 
details and IPython implementation details. Are you familiar with IPython 
notebook and with Scrapy itself? If no, I suggest you to try them first - 
install and get familiar with IPython notebook, create several Scrapy 
spiders and try to come up with ideas how can they work togehter. If you're 
not familiar with UI design I think it is a good idea to check some book on 
this topic - see e.g.

Packaging for Fedora is nice, but I haven't a Fedora user myself, so I 
can't comment on this. This can't be a GSoC project because the scope of 
the task is too small, but contributing something to Scrapy will help you 
get familiar with the codebase and with the contribution process, and we'll 
know you better.
