There's nothing forbidden in policy about having an entry in multiple
submenus, it comes down to style, and I don't see a problem with it as-
is.

One shortcut is added in:
Applications > Education > Squeak
another one in:
Applications > Programming > Squeak
As "Education" has no nice icon and looks like a folder it seems only the
second one should be in there.
