Heh -- wrong "install" :) The sb-menu/sb-conf install is what you use to install things like the C runtime and the devkits into your scratchbox targets, once you've created them.

You want scratchbox-devkit-debian -- I'd also recommend getting scratchbox-devkit-doctools and scratchbox-devkit-perl -- then, when you configure your scratchbox targets, specify that you want the debian, doctools, and perl devkits (in addition to the cputransp, if the target needs it).
