My understanding is that the screen-dev mailing list was not started by any screen developer, and so is not related to screen development at all...
I also believe that screen development is done entirely off-line by a few specific individuals, so you won't find much indication of any activity, except an occasional post here about something in the new release (as happened recently) and the actual releases themselves.
