Ubuntu 18.04.5 LTS
At the command prompt this succeeds: screen -dmS newscreen mc It creates a detached screen session with mc alive and well within! But dump the exact same command in /etc/rc.local and now screen doesn't start at boot??? Remove the command (in this case "mc") and screen is started detached successfully.
