It is my opinion that you should not turn off recommends, if you want a standard package.
Debian Policy manual 7.2 (http://www.debian.org/doc/debian-policy/ch- relationships.html) says that recommended packages are "together with this one in all but unusual installations". So you have an "unusual installation" and I'd say it is your own decision to have this kind of ultra light installation without the packages that are usually found together with the intended package...
