Two points to note here...

One, a lot of ATX Power Supplies are 'switched mode', and automagically detect
115/220 volts - the side effect being that they fail pretty regularly,
particularly here in the UK where we use 220V..

Two, If you are in a 220V region such as the UK, DO NOT set the switch to 115V.
I cannot stress this enough, setting the switch at 115V in a 220V region will at
best make your PSU go POP very loudly, and emit a lot of smoke, and at worst,
could be hazardous to your health, since if it does go POP, it is likely to
short - and even though your Fuses / RCD's will catch it, it is still a lethal
current for the fraction of a second it takes for the fuse to blow.

How about the little red switch external to the back of the case right where
you plug in the black power cord. Switch must be at 115, not 220. Once, and
I don't know why, I fired up a built computer and nothing, and when finally
looked in back, it had been on 220, and nary a sound when turning on.
Switched to 115 and fired up nice.
