Start up in Safe Mode, then go into Device Manager and see how many
times the modem shows up. You may have a "ghost" or two. Remove all
instances of modems there. The PCI controller driver should be on the
disk that came with your motherboard. As long as you're at it, you
should remove that too. Reboot and the system should find both devices.
Also, for successful removal of some modems, there should be an
uninstall utility on the driver disk. If not, you may have to remove all
references to it in the registry.
Is it an ISA or a PCI PNP Winmodem? You might want to look in the BIOS
and see what it's doing about assigning IRQs, be they legacy or PNP.
