As I look around in Fedora/KDE, it seems the icon sizes are determined in the 
System Settings, where the largest possible setting is 48 (pixels, I presume). 
In Scribus, there are only 16 and 22 pixel icons, except for a very small 
subset of 32 pixel icons.
