Most likely Metacity. As an FYI, I test Scribus cvs often with RH9 and KDE 3.1.4/Qt 3.1.2 and have never encountered freezes - even with cvs. I have never seen this kind of behavior in any of the cvs versions. As alternative to KDE/kwin you could try blackbox as a window manager. It is light in memory usage and very fast. RPM's are available on fedora.us or freshrpms.net If you have KDE installed you could try that as well. If the window handling is incorrect in KDE or Blackbox file a bug at scribus.net.
