If it's not in Scribus/scribus/po directory you can edit the Scribus/Scribus.pro file to include a ts file for Bulgarian. Browse to the very bottom of the file and then run lupdate Scribus.pro and you'll have an empty ts file at the location you used in Scribus.pro.
