In the case of the story editor, that behaviour is present on Linux too. I think that's what Craig Bradney intended when he made it non-modal. I'm not entirely sure there's one right answer as to whether or not it should be always-in-front, personally. I hadn't noticed it before, because I use mouse focus without autoraise (so windows stay on top while you work on another window unless you explicitly bring the other one to the front). -- Craig Ringer
