In the hebrew there are no vowels so a special marks below or above the letters are used.
I tried using it in Scribus and the marks appeard to the left of the character instead of below it. I tried a true type font. In this font these marks (called diacritics) are marked as characters with negative offset. I used scribus 1.3.1 -- Ori Idan
