Why would you do this? There is SIL Doulos, and Junicode at the very least for serif; I think Everson has some sans fonts with this kind of material.
There are a number of open source font programs. I know Junicode was done on one on Linux by Peter Baker at the U of Virginia, though I don't remember the name. I'll take a look.
