Yes, atbs are the wy to go.
Currently you have to define a paragraph style in Scribus to use tabs. Go to Edit->Edit Styles and define a new paragraph style. There you can add a tab and configure '.' as the fill char. When you've saved the new style you can choose it in Properties Palette->Text.
