I tried looking for a d/l submit page available to everybody but couldn't find one. You could submit a report at bugs.scribus.net and attach all the files you want to put up there for d/l with the information you want to be attached to them on the d/l page Someone will then pick those from there. I suppose that's the best way to do it until someone locates the missing submit page.
