Unfortunately, our Technical Writing Department PCs are all running a Windows OS (XP Professional). Is there maybe a version of LaTeX that runs on Windows XP Pro?

To be honest, I wouldn't use a DTP program for writing manuals, user guides or books - I myself would use LaTeX for that purpose instead.
