Bernard, I had the same need a while ago for small ads. I found that my best solution (re other people who offered valid answers to your question too) was - to plan of course for one A7 page using guides - create everything there - SAVE - copy all the small frames and things with one big mouse draw - paste that in place in the other spaces - SAVE with another name and then export/print In fact for some rather simple designs Inkscape will be more up to the job than Scribus *mine was a small ad with one image and a few lines of text only (sort of thing that some people happily do with MicroSh*t Word).
My previous workflow was create a A7 document, export as PDF and then import this PDF several times into another A4 document. it also proves a valid workflow, but i think the first one is more convenient IMHO.
