If you type in either the full 13-digit ISBN or the first 12 digits (leaving out the check digit) the numbers on the top and bottom of the barcode should be the same 13-digit ISBN. If you type in an old 10-digit ISBN, the barcode and the numbers at the bottom correspond to the new 13-digit format but the printed ISBN on top is still the 10-digit ISBN you typed in.
The problem you report seems like what happens if you type in a 13-digit ISBN but type in the wrong check digit - the barcode will still be generated correctly, but the printed ISBN on top is just exactly what you typed in.
