http://openclipart.org/ Not Scribus-specific, but lots of useful stuff. (lots of cruft, too, but what can you do?) It's all Public Domain. The Open Clip Art Library is also packaged in a number of Linux distros, eg: http://packages.ubuntu.com/gutsy/graphics/openclipart and others, as well as available in downloadable zip and tar.gz files for anyone else.
